But how widespread could the disruption become?<\/b><\/p>\n<\/div>\n<\/div>\n<p><h2 tabindex=\"-1\" id=\"What-is-a-general-strike\" class=\"ssrcss-y2fd7s-StyledHeading e1fj1fc10\"><span role=\"text\">What is a general strike?<\/span><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The dictionary definition of a general strike is &#8220;the stoppage of work by a substantial proportion of workers in a number of industries in an organised endeavour to achieve economic or political objectives&#8221;.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">This was last attempted in the UK in 1926, when three of the then five million trade unionists took industrial action for nine days.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">There have been many strikes which have had economic and political impact since &#8211; famously the miners&#8217; strikes of the 1970s and 1980s, and the &#8220;winter of discontent&#8221; in 1978\/9 which saw many public service workers withdraw their labour.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">But these weren&#8217;t &#8220;general&#8221; strikes, as the action was not widespread or co-ordinated enough to meet the definition.<\/p>\n<\/div>\n<\/div>\n<p><h2 tabindex=\"-1\" id=\"Could-we-see-a-general-strike-this-year\" class=\"ssrcss-y2fd7s-StyledHeading e1fj1fc10\"><span role=\"text\">Could we see a general strike this year?<\/span><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">It&#8217;s highly unlikely. Only the TUC &#8211; the umbrella organisation for most of the UK&#8217;s unions &#8211; can coordinate a strike of this scale.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The leader of the RMT rail uniom, Mick Lynch, says there are circumstances where he would call for this, but his union has only around 80,000 members.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">It would need much bigger unions &#8211; such as Unite &#8211; and those regarded as more moderate, such as Usdaw, on board if it were to succeed.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">However, this does not mean we will not see lots of industrial action this year.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">On Thursday, Unite workers at the country&#8217;s largest container port, Felixstowe, voted for strikes.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">But there is the potential for much more widespread action this autumn, with teaching and nursing unions, for example, unhappy with their below-inflation pay awards. <\/p>\n<\/div>\n<\/div>\n<p><h2 tabindex=\"-1\" id=\"When-is-a-general-strike-not-a-general-strike\" class=\"ssrcss-y2fd7s-StyledHeading e1fj1fc10\"><span role=\"text\">When is a general strike not a general strike?<\/span><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">When it is &#8220;coordinated action&#8221;. The government is accusing the various rail unions &#8211; the RMT, Aslef, the TSSA &#8211; of coordinating action in their different disputes to maximise impact.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">And Mr Lynch has called for &#8220;enormous&#8221; strike of 1984\/5 saw several clashes between police and picketers<\/p>\n<\/figcaption><\/figure>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">That is because Ms Truss has pledged to introduce new restrictions on trade unions. <\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The TUC is due to meet the following week at its annual congress &#8211; or conference &#8211; in Brighton, and it could discuss coordinating opposition.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The outgoing TUC general secretary, Frances O&#8217;Grady, <a href=\"https:\/\/www.ft.com\/content\/a87b4116-7b30-4f3f-a7f9-fcc46539beb3\" class=\"ssrcss-k17ofw-InlineLink e1no5rhv0\">told the Financial Times<\/a> the Truss proposals amounted to &#8220;a fundamental attack on a fundamental British liberty &#8211; that when the boss won&#8217;t listen or compromise, workers have the right to withdraw their labour&#8221;.<\/p>\n<\/div>\n<\/div>\n<p><h2 tabindex=\"-1\" id=\"What-are-Liz-Trusss-proposals\" class=\"ssrcss-y2fd7s-StyledHeading e1fj1fc10\"><span role=\"text\">What are Liz Truss&#8217;s proposals?<\/span><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Ms Truss would raise the threshold for industrial action &#8211; insisting that there has to be 50% of all members of a union in favour of strike action for the vote to be valid &#8211; up from the current 40% in what are deemed &#8220;important public services&#8221;.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">But it is unlikely that this itself would provoke industrial action as, for example, that higher threshold was easily exceeded in the current RMT dispute, with a 71% turnout and 89% in favour of strike action.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">People are still more likely to take action over pay and conditions than to protest against employment laws.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">But one aspect of the Truss proposals &#8211; to insist during strike action that a minimum level of service is provided in some sectors, including the railways &#8211; could prove challenging for government and unions alike.<\/p>\n<\/div>\n<\/div>\n<p><h2 tabindex=\"-1\" id=\"What-is-the-difficulty-for-the-unions\" class=\"ssrcss-y2fd7s-StyledHeading e1fj1fc10\"><span role=\"text\">What is the difficulty for the unions?<\/span><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Unions might find it difficult to ensure a minimum level of service is maintained, as they would not be able to compel members to work.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">But if workers do not provide this minimum level of service, unions could potentially face legal challenges from employers, which could prove costly &#8211; as Ms Truss says, minimum service levels would be negotiated with each industry.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Mr Lynch would argue that if unions in any case did comply, it would make strike action ineffective &#8211; thus removing a weapon in any industrial dispute. He calls this anti-democratic.<\/p>\n<\/div>\n<\/div>\n<p><h2 tabindex=\"-1\" id=\"What-would-be-the-difficulty-for-the-government\" class=\"ssrcss-y2fd7s-StyledHeading e1fj1fc10\"><span role=\"text\">What would be the difficulty for the government?<\/span><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The government would want to keep the voters who switched to the Conservative Party at the 2019 general election onside.  <\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">A new prime minister will have clear priorities, but pushing new legislation through Parliament might be more of a distraction than a benefit, at least in the short term.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Ms Truss says she&#8217;ll do this in her first 30 days of Parliament if she becomes prime minister, but there will be other challenges to address, including a rising energy price cap.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">It is also possible that minimum service levels, where union members are paid for work days, could actually prolong some disputes.<\/p>\n<\/div>\n<\/div>\n<p><h2 tabindex=\"-1\" id=\"Where-does-all-this-leave-Labour\" class=\"ssrcss-y2fd7s-StyledHeading e1fj1fc10\"><span role=\"text\">Where does all this leave Labour?<\/span><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">In a tricky place. workers such as medical and teaching staff take action, the Starmer &#8220;stay-off-the-picket-line&#8221; policy might come under serious challenge.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">On the upside for Sir Keir, sacking a shadow minister who defies him might help him argue that he provides strong leadership. <\/p>\n<\/div>\n<\/div>\n<p><h2 tabindex=\"-1\" id=\"Are-we-going-back-to-the-1970s\" class=\"ssrcss-y2fd7s-StyledHeading e1fj1fc10\"><span role=\"text\">Are we going back to the 1970s?<\/span><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Levels of industrial action in recent years have been low by historic standards. <\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-uf6wea-RichTextComponentWrapper e1xue1i86\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">In the &#8220;winter of discontent&#8221;
