bonuses<\/li>\n<li>plans to boost economic growth, such as creating low-tax zones around the UK<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The announcements will be made by new Chancellor Kwasi Kwarteng, who is in charge of the public finances.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The total cost of cutting taxes will be at least \u00a330bn. <\/p>\n<\/div>\n<\/div>\n<p><h2 tabindex=\"-1\" id=\"What-changes-are-expected-to-National-Insurance\" class=\"ssrcss-y2fd7s-StyledHeading e1fj1fc10\"><span role=\"text\">What changes are expected to National Insurance?<\/span><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Ms Truss has pledged to undo a recent increase in National Insurance (NI) &#8211; a tax workers pay on their earnings.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Since 6 April, workers and employers have paid an extra <a href=\"https:\/\/www.bbc.co.uk\/news\/business-62786336\" class=\"ssrcss-k17ofw-InlineLink e1no5rhv0\">1.25p in the pound<\/a>, to help fund the NHS and social care.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">NI was set to return to its old rate from April 2023 &#8211; to be replaced by a new Health and Social Care Levy at a rate of 1.25%. <\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">However, the government could now decide to scrap the levy before it&#8217;s introduced. <\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">If that happens, higher earners will benefit most, as they pay the most NI. It was introduced across the EU in 2014 (when the UK was still a member) following the global financial crisis. Under the current rules, a banker&#8217;s bonus cannot be higher than their annual salary &#8211; unless shareholders agree.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">When asked if she would be happy to see bankers getting bigger bonuses, Ms Truss said she wanted to see a growing economy.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The government may also announce the creation of &#8220;special investment zones&#8221;. Certain locations could be allowed to relax planning rules and reduce business taxes to encourage investment. <\/p>\n<\/div>\n<\/div>\n<p><h2 tabindex=\"-1\" id=\"Can-the-UK-afford-to-tax-less-and-borrow-more\" class=\"ssrcss-y2fd7s-StyledHeading e1fj1fc10\"><span role=\"text\">Can the UK afford to tax less and borrow more?<\/span><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Critics, including Ms Truss&#8217; Conservative leadership rival Rishi Sunak, argue immediate tax cuts will lead to higher borrowing. <\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The money, plus interest, will eventually need to be paid back by taxpayers.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">However, Ms Truss argues tax cuts will help the economy grow &#8211; bringing in more money which will cover the cost of the amount borrowed.<\/p>\n<\/div>\n<\/div>\n<p><h2 tabindex=\"-1\" id=\"Why-is-it-being-called-a-minibudget\" class=\"ssrcss-y2fd7s-StyledHeading e1fj1fc10\"><span role=\"text\">Why is it being called a mini-budget?<\/span><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">Major decisions about tax and spending are normally made twice a year &#8211; in an autumn Budget Statement and a Spring Statement.<\/p>\n<\/div>\n<\/div>\n<div data-component=\"text-block\" class=\"ssrcss-11r1m41-RichTextComponentWrapper ep2nwvo0\">\n<div class=\"ssrcss-7uxr49-RichTextContainer e5tfeyi1\">\n<p class=\"ssrcss-1q0x1qg-Paragraph eq5iqo00\">The Office for Budget Responsibility (OBR) &#8211; which gives independent advice to the government &#8211; normally publishes its analysis of these statements.
